If you’ve seen headlines claiming California is banning aftermarket tires, don’t panic just yet. The state is not making it illegal to own aftermarket tires, and nobody is coming to remove the tires currently installed on your car.
However, California has approved new efficiency requirements that will eventually restrict which replacement tires retailers can sell in the state. For enthusiasts, shops, and everyday drivers, the new rules could mean fewer choices and potentially higher prices—but the changes do not begin until 2029.
What Did California Approve?
The California Energy Commission has adopted the Replacement Tire Efficiency Program, which creates minimum efficiency standards for replacement tires sold for passenger cars and light-duty trucks.
The regulation focuses primarily on rolling resistance—the amount of energy a tire consumes as it rolls. A tire with lower rolling resistance generally improves fuel economy in a gasoline vehicle and driving range in an electric vehicle.
California argues that original-equipment tires installed on new vehicles are typically more efficient than the replacement tires drivers purchase later. The program is intended to close that gap by requiring replacement tires to meet minimum rolling-resistance standards.
The regulation will also introduce a minimum wet-grip requirement and an efficiency rating system to help shoppers compare tires.
Is California Actually Banning Aftermarket Tires?
Not exactly.
The regulation does not ban aftermarket wheels, modified vehicles, or every aftermarket tire. It controls which replacement tires can legally be sold or offered for sale in California once the standards take effect.
You can continue driving on tires you already own. The regulation is aimed at manufacturers, brand owners, distributors, physical retailers, and online retailers selling tires into California.
Calling it an “aftermarket tire ban” makes for a dramatic headline, but “replacement-tire efficiency standard” is far more accurate.
When Does It Take Effect?
The requirements will be introduced in two phases:
- Phase 1 begins in 2029 and targets the least-efficient replacement tires currently on the market.
- Phase 2 begins in 2033 and introduces a stricter rolling-resistance requirement.
Nothing changes for anyone purchasing tires today. Tire manufacturers have several years to redesign products, certify existing models, or develop California-compliant versions.
This means the tires available in 2033 will not necessarily be limited to the models that already satisfy the future standard today.
Which Tires Are Exempt?
California’s final proposal contains several important exemptions, including:
- Competition tires designed for motorsports
- Winter and snow tires
- All-season winter-performance tires
- Used and retreaded tires
- Deep-tread tires
- Certain large off-road tires
- ATV and other off-road-vehicle tires
- Motorcycle tires
- Temporary spare and space-saver tires
- Tires for wheels measuring 13 inches or smaller
- Limited-production tires with fewer than 15,000 produced annually
- Emergency-vehicle tires
- High-load-index tires rated 122 or higher
- Tires incapable of sustaining speeds above 50 mph
Dedicated competition tires are protected, but that does not automatically exempt every performance-oriented street tire. A high-performance summer tire intended for normal street use may still need to meet the efficiency and wet-grip standards.
That distinction will matter to enthusiasts shopping for aggressive but street-legal tires.
Why Are Enthusiasts and Tire Companies Concerned?
The largest concern is reduced consumer choice.
Goodyear warned that approximately 70% of the replacement tires currently sold could fail to meet the stricter Phase 2 requirement. That does not mean California will permanently eliminate 70% of all tires. It means many products available today would need to be redesigned, replaced, exempted, or removed from the California market before 2033.
SEMA has also argued that drivers select tires based on far more than rolling resistance. Important considerations include:
- Dry and wet traction
- Tread life
- Tire construction
- Steering response
- Ride quality
- Road noise
- Intended vehicle use
- Price
A tire can be more efficient without necessarily being the best option for every driver or vehicle. Enthusiasts may prioritize grip and response, while truck owners may care more about durability, load capacity, and off-road performance.
There are also concerns that smaller manufacturers and niche brands may struggle with the cost of testing and certifying their products. That could leave larger tire companies with a significant advantage while reducing the availability of affordable or specialized options.
Will Tires Become More Expensive?
The California Energy Commission estimates that compliance will add approximately $6 to the price of a set during Phase 1 and approximately $26 per set during Phase 2.
The state projects that improved efficiency will save the average gasoline-vehicle driver approximately $85 during Phase 1 and $179 during Phase 2 over the typical four-year life of a set of tires.
Those figures are estimates, however. They do not fully predict how reduced competition, product redesigns, certification expenses, or limited availability could affect retail pricing.
Drivers may save money on fuel while still facing higher upfront prices or fewer choices—especially in less-common sizes and specialized performance categories.
Could Efficiency Affect Grip or Tread Life?
California says the regulation is technically achievable without compromising safety, tire life, or wet traction. The inclusion of a minimum wet-grip standard is intended to prevent manufacturers from sacrificing basic braking performance solely to reduce rolling resistance.
Critics remain concerned about how manufacturers will balance efficiency, grip, tread depth, and longevity.
Original-equipment tires are sometimes designed with shallower tread depths or specialized compounds to help automakers meet fuel-economy targets. Those tires can deliver lower rolling resistance but may not last as long as aftermarket alternatives carrying 40,000-, 60,000-, or even 80,000-mile warranties.
Tire design is always a compromise. Improving one characteristic can affect another, which is why rolling resistance should not be treated as the only measurement that matters.
What Does This Mean for California Car Enthusiasts?
For now, absolutely nothing changes. You can continue purchasing and using the same street and performance tires currently available.
Beginning in 2029, some inefficient tire models may disappear from California retailers. The larger changes are expected in 2033, when the stricter second phase begins.
Dedicated motorsports tires will remain exempt, but enthusiasts should pay attention to what happens with extreme-performance summer tires, uncommon sizes, and lower-volume products that are still designed primarily for street use.
Manufacturers have time to respond, so this is unlikely to become a situation where performance tires suddenly disappear overnight. Still, California drivers may eventually encounter California-specific tire listings, fewer choices in certain sizes, higher prices, or retailers refusing to ship noncompliant models into the state.
The Bottom Line
California did not ban aftermarket tires, but the state did approve regulations that will restrict which replacement tires can be sold beginning in 2029.
The program may improve fuel economy and help drivers better understand tire efficiency. At the same time, concerns about pricing, tread life, testing expenses, and reduced consumer choice are legitimate—particularly for enthusiasts and owners of modified vehicles.
There is no reason to stockpile tires today. The industry has several years to adjust, and many specialty categories are exempt. But this is still a major regulation worth watching because California has a long history of setting standards that influence products sold throughout the rest of the country.
